Community Intervention model for reaching all children exposed to HIV

This document describes how the Towards an AIDS-Free Generation in Uganda (TAFU) programme tested and further developed a community intervention model. Based on the positive results achieved so far, this model should be adopted and implemented by others within Uganda and further afield.

The document sets out to share learning from the TAFU programme, now that it has been implemented for three years. It is aimed at programme implementers, policymakers and donor agencies who seek an intervention model that can effectively build the community role into their programmes and strengthen the linkages between community actors and healthcare providers, with the aim of finding the missing children living with HIV, enrolling and retaining them in care.

TAFU – Towards an AIDS Free Generation in Uganda

This community-based program will trace children living with HIV, who are not yet enrolled in health care or have dropped out, refer them to health centres and follow up on them after they are enrolled in care. Through community resource persons and village health teams, and using an integrated approach, we will address the barriers that are hindering children who are living with HIV access to treatment. 3600 children living with HIV will be traced and (re-)enrolled in health care as a result of the program.

While combating violence is the domain of the police, in South Africa they were major perpetrators of violence. Aidsfonds financed and supported the development of the Dignity, Diversity and Policing training manual to address the stigmatising and discriminatory attitudes by South African Police. The big result is that it has worked: sex workers experience less violence, notably also at the hands of the police.
